Peter Cowhey is the Qualcomm Professor of Technology Policy and Dean Emeritus of the School of Global Policy and Strategy at the University of California, San Diego.  He served in the Obama and Clinton Administrations in positions involving technology regulation, trade policy, and relations with China.  He later chaired the bipartisan commission on US-China technology issues that proposed many of the semiconductor policies adopted by the Biden Administration.  He is also the Chair of the Board of the California Council on Science and Technology, the state’s advisory board on these issues, and Vice Chair of the Board of the San Diego Natural History Museum.
