Linda J. Bilmes is the Daniel Patrick Moynihan Senior Lecturer in Public Policy and Public Finance at Harvard Kennedy School. She is author of The Three Trillion Dollar War: The True Cost of the Iraq Conflict (with Joseph E. Stiglitz, 2008) and The People Factor: Strengthening America by Investing in Public Service (with W. Scott Gould, 2009) and editor of Valuing the U.S. National Parks and Programs: America’s Best Investment (with John B. Loomis, 2020). Her forthcoming book The Ghost Budget: Paying for America’s Wars will be published in 2026 by Cambridge University Press. Her ORCID is 0000-0002-0969-8092.
